Theodor J. Hengesbach

Deputy Inspector General

Theodor J. Hengesbach, joined the office as Deputy Inspector General in October 2005 after serving as General Counsel for the State of Illinois Office of Executive Inspector General since 2003. Along with William Marback, he heads the office’s Legal Section.

Hengesbach was an Assistant Corporation Counsel for the City of Chicago from 1997-2003 concentrating in litigation in various forums, including: Building Court, Tax Court and the Police and Personnel Boards. Hengesbach also clerked for the Honorable Martin C. Ashman, U.S. Magistrate Judge for the Northern District of Illinois. He is a graduate of the University of Notre Dame and Indiana University-Bloomington School of Law.
